Project Coordination Assistance: To assure project completion, the Jackson County Economic Development Board assumes responsibility to coordinate available resources needed to fund project development by collaborating with the Ohio Department of Development, Ohio Department of Transportation, Ohio Valley Regional Development Commission, Ohio Public Works, Ohio Department of Natural Resources, Ohio Environmental Protection Agency, U.S Department of Commerce – Economic Development Administration, and Public Utilities Commission of Ohio.
Community Development Block Grant – Economic Development Program: A program intended to be used as secondary or "gap" financing. Low-interest financing and grant funds are available through Jackson County assist with public road, water, and sanitary sewer improvements specifically benefiting economic development projects. Job creation must be involved, and companies must commit to hiring at least 51 percent of employees from low-to moderate-income households. The cost per job must not exceed $25,000 for loans and $10,000 for infrastructure projects – not to exceed $500,000. Grant and Loans cannot be more than 50 percent of the project.
Appalachian Regional Commission (ARC) – Area Development Program: federal and state grant funding for water, sewer, health care, energy efficiency, and telecommunications projects involving job creation or job retention as a planned component. The maximum grant request is $250,000 not to exceed 50% of the total project cost. All Jackson County projects are prioritized by the County Commissioners and forwarded to the Ohio Valley Regional Development Commission for regional review. The Jackson County Economic Development Direct serves as project coordinator for this program.
Appalachian Regional Commission (ARC) – Access Road Program: Specialized funds are available from the Federal Highway Trust Fund with a maximum grant request being $500,000 or 80% of the total project cost, whichever is less. All Jackson County projects are prioritized by the County Commissioners and forwarded to the Ohio Valley Regional Development Commission for regional review. The Jackson County Economic Development Direct serves as project coordinator for this program.
No-cost Confidential Project Consulting: Jackson County Economic Development Board can provide one on one project consulting geared to matching your business’s facility and equipment needs with resources. Typical consultation includes assessment of proposed project, followed by research on potential resources available for your business. The Economic Development staff will work with you to identify local, state, and federal programs to assist with your project.
Southern Ohio Agricultural Foundation (SOACDF): State grant funds up to $40,000 for Jackson County are available for machinery and equipment purchases. A maximum of up to $15k will be awarded for each year round full time job created and $10k for each full time job retained. Grants cannot exceed 35 percent of the total project cost. The Jackson County Economic Development Board assists in the development of project applications, project review and recommendation for the Jackson County Commissioners.
Community Development Block Grant – Revolving Loan Fund: A program intended to be used as secondary or "gap" financing. Low-Interest loans available for projects that create/retain at least 5 jobs. Eligible activities include fixed assets, including land, building, machinery and equipment, as well as the infrastructure investment directly related to business or industrial development. Companies must commit to hiring at least 51 percent of employees from low-to moderate-income households. The cost per job must not exceed $25,000 for loans and $10,000 for infrastructure projects – not to exceed $500,000. Grant and Loans cannot be more than 50 percent of the project. All applications are submitted to the Jackson County Economic Development Board and reviewed by the County Commission appointed Revolving Loan Fund committee.
MicroEnterprise Revolving Loan Fund: Low-Interest financing available to applicants that reside in a household with a total household income that is at or below 80% of the county median income, and have 5 employees or less. Loans from $500 to $25,000 are available for fixed assets, including land, buildings, machinery and equipment, inventory, and working capital. The Jackson County Economic Development’s Small Business Specialist is available to provide Technical Assistance to small business to assist in the application process.
